They cannot attach a lein without a court judgement. Sounds like maybe that is what they are doing.

Nobody can just freeze your account.
The MUST first sue you and win, and then go for garnishment.
Did they sue you?
Did they get a judgement?
Go to your bank and demand to see whatever they used to freeze your account.
Get a copy of it.
Then, You need to contact the clerk of court in person in the jurisdiction in which you live and get copies of all papers filed in the case. Pay particular attention to the "proof of service" affidavit.
I can guarantee you they falsified documents in this case.
You better check your credit reports, and public records to see if there are judgements against you.
And, most important, STAY OFF THE PHONE!! Never speak to a bottomfeeder on the phone, and NEVER make a payment to one! Ever! This could validate a debt that may not be legally collectable!
Do some homework. Learn the law, and your rights!

The FTC only gathers information and archives complaints for POSSIBLE use in a class action at some future date.
The FTC does NOT do individual enforcement of the law.
The ONLY way to enforce your rights under the FDCPA is in a courtromm, at your own expense.
Go to ftc.gov and file a complaint online and see for yourself! All that does is generates a form letter that gets mailed to you explaining your rights under the FDCPA, etc.....And, your rights to sue.

There is no proof this debt actually belongs to the OP! That was never even discussed. Would you pay something without proof you owe it?
Also, there was no mention by the OP of being sued before the account was "frozen". Most likely NCO engaged in their famous illegal act of "sewer service" here. The OP probably never knew she was sued!
And, lets get into some of the reasons people do not pay their bills.
Many of these big companies who are not getting paid, are the same ones who are sending our jobs overseas. Jobs that you can actually live on are very hard to find right now for the average working person.
If banks would engage in RESPONSIBLE lending, they would not have so many loans and credit cards in default in the first place. BUT, they are GREEDY and engage in PREDATORY LENDING and are the root of their own problems!
You need to get educated ans open that closed mind of yours and see reality.
