We contracted M.F. Moore Contracting Services to renovate a new house we just bought. The contract was for $23,500.00 LABOR ONLY (Excluding Construction Material, Electrical & Plumbing Labor). They started working on demolition the next day, I did some myself to speed up finishing the house, we pay rent now, and 2 mortgages for the new house. We pulled a second mortgage for this renovation job. Mickey agreed on the contract to finish the house before Christmas 2007. He or his people framed 2 floors and a few walls. By the way, who builds walls on a floor that is not inspected yet???????? (Violation)
The inspection was failed twice on the floors only, the inspector put a stop on their work till they provide an engineer to oversee their work and go by the engineers recommendations. Mickey refused to go by the inspectors, he kept going on building on top of the floors and did 2 piers to carry a 20 foot by 30 foot floor (This was another code violation) He did the piers using 3 concrete bags on top of a porcelain tile, did not dig the ground, the pier was about 20x20x4 on top of the existing floor without testing the old floor (Another safety violation). This floor, if he was not stopped, could have been a cause for a disaster and endangerment to our lives. At this point, we have paid him $17,500 which is 75% of the total amount.
He pulled out of our house and kept asking for more money, and leaving us a threatening messages at home (Threatened me and my wife) several times, these messages are recorded and saved. The inspectors report on Mickeys work was submitted to us with 7 CODE VIOLATIONS. He tried to cash a returned check several times after we replaced that NSF check 2 days later, then we had to close the account completely for him trying to cash a paid check twice (This is a check forgery), by the way he has several cases going on now in court against him for check forgery and other charges, he got a history of doing it. We filed a criminal charges against him case no. 2008CR004482 in Mecklenburg county, and there will be 7 more different charges attached to this case when it starts up in court.
We talked with many contractors about finishing the job after he left us with all that mess, some of them refused to touch it for all the violations that are involved, some of them jacked the price up twice, and finally we found a contractor who offered us a reasonable price to redo the house. That cost us about $15,000 more to just fix that mess and we had to start over with almost 75% of all the framing, material, electrical and plumbing.
His son MATTHEW ALAN MOORE broke into our supply room. Matthew got a history on doing that.
They cheated my wife with a material receipts that are dated before we signed the contract for the amount of ($600).
They worked on our property without permit for about 3 weeks, that is noted in the inspectors report too.
They changed the permits amount to $12,800 instead of $23,500. This is another forgery & violation.
Mickey Lied, he told us that he is a licensed General Contractor. We found out that he is not. There is a judgment against Mickey Moore by The North Carolina State Board for representing himself as a Licensed General Contractor.
A Non-Licensed GC CAN NOT do projects with a total cost of $30,000.00, not just labor (Total project cost means all material cost plus electrical labor plus plumbing labor plus VHAC labor plus building/framing labor, plus everything that he was responsible of doing). We have a list signed by mickey moore of all the work that he was supposed to do in our house (Project Total Cost about $60,000).
Now, lets talk again about MF moore and what they are doing to rip people off:
1. M.F. Moore Contracting Services is a registered business under the North Carolina Secretary Of State by Mickey Finnis Moore and Rebakah Moore his wife. This business is not a licensed as GC (General Contractor). They CAN NOT do projects that are over $30,000 in total cost. The permits department will not approve their permit if the cost is over $30,000. Thats why he reduced the amount on the permit.
2. They work a few hours everyday doing any kind of work to pass time as a way of cheating homeowners to withdraw another payment. They will do the same thing every week till you pay them all the money, then they will either pull out or keep doing more messes.
3. If you try to stop your payment for what they are doing, they will start threatening you by putting a lien on the property.
4. Most of their employees been in prison or with criminal records on files such as drugs, check forgery, obtaining property by false pretense, not completing the job after getting paid, Brake & Entery, etc.
5. M.F. Moore is operating under another company now, named Carolina Contractors I called their phone answering company asking their address. I was told that Carolina Contractors address is 2020 Twilight Lane, which is the same address where Mickey resides at. (Another company scam)
6. Big corporations and companies hire phone answering companies because of the high volume of calls everyday. Small companies normally do not, why a small business hires a phone answering company?? Because they do not want to face customers directly, that is suspicious???
7. 70% inspection failures in Mecklenburg county???
8. I did not threaten Mickey, that was an answer to his threatens to us. Yes I am an ARAB, I say this statement everyday to people asking me where are you from?
9. Threatening is not my way to get what is stolen from me. I never violated the law, or threatened anyone, Its not worth it. I have faith in the law system. I am sure that the law will stop this company from ripping people off. I waited long, and gave them enough time to call me back to settle this case with me before I make any move against this company. My second step was the Better Business Bureau. I filed a claim, they contacted the company, then, they ignored the BBB and never responded to my claim. Now, I am letting the law to deal with this company. There are many law authorities that been contacted, not just the court system and I am not willing to give up till they put a stop on this organization.
