I went to Publix (downtown) and parked in a lot across the street--there was no sign on the west side of this lot.  A black truck was there when I parked and when I came out 14 minutes later (I have time receipts of entering and leaving).  My car had been towed and my 13 lb. dog was inside -- I pleaded with them on the phone to no avail -- in fact, what was said is "if you don't get here I'll keep the dog and your car".  (I didn't mind the fine but was terribly concerned about my dog).  I arrived at All County within 30 minutes, handed them my keys, reminding them of my dog.  They then came back 20 minutes later stating that the dog was loose in the compound and suggested I go to the gate and call her (they would not allow me inside the gate).  After what seemed to be forever, she crawled to me under the gate.  Do these people have a conscience?  Do they have the right to treat animals this way?  I really feel that the public needs to be aware of them -- and I really did think I was parking in an area that was ok -- let's just say I was stupid but is it really necessary to punish a poor little dog like this?  Thankfully, the dog was ok but I'm still not -- what if she had gotten under the gate and got out and killed
