I too fell victim to this scam artist.  I should have been suspect when only cash would be accepted to place an order.  All other vendors at the 2010 Ocean City, MD Springfest accepted credit cards.  It took me 6 months, numerous emails and telephone messages and stories from the vendor until I finally received my welcome sign.  When I opened the box it still smelled like drying paint.  Nevertheless, it looked OK.  I applied several coats of sealer to the front & back.  Now 6 months after it has been on the front of my house, that paint is peeling off and the sign itself is beginning to curl up because of the cheap wood that it is made of.  This guy is truly a scam artist.
