Signilar Art Videos not honoring refund Internet

On Jan. 3, I ordered 2 videos about the work of Burton Silverman from this company, but decided to cancel one.
The executive director of the company emailed me to say that my credit card would be credited for the cost of the unshipped video (US $79). The credit never appeared. AFter two weeks, I sent emails to ask when I would be receiving my credit, and I telephoned (leaving a voicemail). No response. AFter one month, I launched a complaint with the BBB, and Signilar didn't respond to them either (and they are a member business!)
I then launched a dispute with Visa. However, Visa tells me they need a "credit slip" from Signilar showing an intention to pay a credit. Emails are insufficient. This means, unless Signilar attempts to honor the credit, Visa cannot do a thing. Signilar gets to steal my money because the electronic transaction leaves an insufficient paper trail.
I will never deal with Signilar again, and I would caution anyone else. They did ship my one video, and they happily took my money. But they kept my $79, for an unshipped video, and have not credited by Visa card, even after they have promised to do so.

We reemburded this individual last April for his order, the delay was caused by an issue with our merchant account. Please remove this complaint, Signilar Art Videos has kept a strict policy for the 22 years we have been in business to meet the customers needs and honer all refunds regardless of the reason.

Yes, as the owner has indicated, this issue was eventually resolved satisfactorily. This complaint may be removed. Unfortunately, this website does not allow me to do this, as far as I can tell.
