Grossinger Chevrolet - Palatine No Title or Registration on Vehicle Palentine, Illinois

I purchased a vehicle on Dec 2, 2009.  I was instructed that because I was titling the vehicle in Indiana (dealer was in IL) that I had to use an Automobile Titling Company that would title the car and complete the registration.  I paid an additional $830 to Grossinger Chevrolet on my Visa for this service.  A few days later I faxed all required paperwork including a VIN police check and the registration from my previous vehicle.  I was told that any fees paid in excess would be refunded to me from the titling company.  I made several attempts to contact Grossinger when I had not received my title or registration.  I spoke with a representative from the dealership on Dec 22nd and requested for them to send the title certified mail and credit my Visa for fees paid.  I was told that I would receive my title and registration before Jan 1 or I would receive another temporary driving tag.  I have received nothing as of today.  I have not gotten any communication from Grossinger Chevrolet.  I have filed a dispute with my credit card on the transaction.  However, at this time I have no title for my car and my temporary drive tag has expired.  I have no idea what to do at this point.  I have no title and no way of registering my vehicle, and additionally I have paid $830 for a convenience service that I have not received.
