Dollar Rent A Car ripoff for Brooklyn and Bronx residents in New York City Tulsa Oklahoma

For some reason, certain residents of Brooklyn and the Bronx in New York City are charged exorbitant fees to rent a car from Dollar. Additional fees for certain area codes in each borough are $65 per day for the Bronx and $75 per day for Brooklyn. This is on top of the regular car rental price. Therefore a one day rental for me would be $60 + $75 = $135. When I asked at the counter why this was the case, I was told the higher fees applied to 'risky' areas. Beyond this being very upsetting and unfair (I am a teacher and have good credit) I feel this may be discriminatory.

Could this 'zip code' regulation be unfairly targeting minority populations? Are the higher prices in these areas subsidizing the lower prices for everyone else? Dollar's prices are lower $5-$10 cheaper per day than their competitors for people in the right 'zip codes.' When I spoke to a customer service agent on the phone she said this was also the case for parts of New Jersey and Philadelphia. Please someone look into this!
