Express Tire ripoff Santee California

I purchased four new tires and drove my car home. When I got out of my car and walked around the car to take a look at my car with new tires, something looked wrong. Then I got a look at all four tires and oddly the two tires on the driver's side were new (I think) but the ones on the other side definitely were not.

I took my car back to the store and explained to the manager that two of the four tires he sold me were not new and he would have to replace them immediately the manager proceeded to tell me lies about how the manufacturer trues some tires (a process by which the tires are in effect sanded to give them a more rounded shape) and these was perfectly good tires.

So I called the manufacturer (Cooper tires) and they told me they do not do that at all. The manager then told me OK I will replace the tires (upgraded to a better tire) but I will have to wait until the next business day because they were closing for the day. I went home and parked the car. I looked under the car to inspect the inside of the tires I noticed one was severely damaged (it looked like someone who previously owned the tires had driven on it flat.)

The next day I got my new tires (upgraded) but I am still angry about how they were trying to take advantage of me.
I still wonder if they sold those tires again.
