IAA International Award Advisors - IAA Already sent $60 to claim my $3,178,000.00, Now they want $40 more Huntington Station, New York

I sent $60 already to receive my winnings of $3,178,000.00. Now they want $40 more stating this is a cash payout notification and also a Certificate of Entitlement for the cah award of the same amount. I also have received by USP a Mandatory Cash Distribution (payment guaranteed as required by law) for $3,025,423.00. These letters look very official and I would really like to know if this is a scam or RIPOFF.

No legit lotery will ever charge an up front fee, Even readers Digest had to admit buying product wouldn't help you win for heavens sake. Good Luck on getting any money back.
