I received an approved noticed for this credit card once I sent back the letter to received the credit card I never did. I called this banking institution on several occasions to submit a complaint. They replied that they will closed that account and mail me another card, so I agreed to do so I explain them that I was still awaiting for my credit card. After several complaints this institution to upon themselves to report to my credit four different credit cards account that I never did received. As a government employee I have to keep an impecable credit report due to my position. After several attempts to clear this situation, this banking institution did not make any effort to help or try to solve this issue.

I've got news for you..

First Premier is a Sub-Prime Credit Card company. If you are receiving offers from them your credit is already less than "impecable".

As for the accounts. Are they showing up on the report showing as closed? If they are showing up as closed they are doing nothing(good or bad) to your credit report.

If they are not showing up as closed then contact them and just close all of them out. Make sure your report is stated closed by consumer. Then take the money they were going to charge you in fees and open up a good "secured" credit card.
