The Bank of America issued me a 2010 Mortgage Interest Statement -
Form 1098 without showing Property Tax.
BOA says they don't have to. It's on the back of the form.
Does the IRS have a box labeled "on the back of the form"? - No.
Will some people miss this and lose money? - Yes.
Does the Bank of America give a damn? - No.

What exactly do you think the Ripoff is? Because based on what you have written it sounds like you may be confused. IRS Form 1098 has to do with Mortgage INTEREST paid. It has nothing to do with property taxes. So while there is a place that a bank COULD put other information such as property taxes on the form. That wouldn't get reported to the IRS and be for reference only.
It also appears that you may have an escrow account for your property taxes and insurance. If that is the case you should be getting a statement. That statement should have what you paid in, and what was paid out in the form of property taxes. If you want to verify the taxes that were paid you can also contact the County Assessors office.
