Credit One Bank When calling Customer Service even if you choose English it defaults to Spanish City of Industry, California

A month ago I called customer service and the recording says to press 1 for English.  I did that.  Then in English it asks for the last 4 of your social.  Did that too.  Then instead of more English it goes to Spanish.  I don't speak Spanish.  After calling back I figured out that once the Spanish starts, if you just wait on the line and don't choose any options, eventually customer service answers.  I complained to them about the problem.  Today, a month later, the same thing happened.  It almost seems designed to frustrate customers into hanging up.
