Discover Discover Card Lied about where the card was accepted Salt Lake City, Utah

Discover sent me a postcard saying "Here's a sample of places in your neighborhood that now welcome Discover" and that I would receive $10 if I used my Discover card in one of those places. I went to one of those place and tried to use my Discover card. They said that they take only Visa and Mastercard, not Discover. Later, I was at another business and someone else had a similar postcard from Discover which listed that business, which also takes only Visa and Mastercard, not Discover, so she paid cash. Why would Discover be encourage customers to go to businesses that do not take Discover cards? This hurts their business and forces customers to use their competitors (Visa, Mastercard, or cash). Why would they do this? Why do they not want customers to go where they can use their cards? And is the $10 rebate for real (if I go to one of the businesses that take the card), or is that also a lie?

I do not know for sure why they have certain places listed on there that do not except their card, but I can say that there are many places in my area that, depending on with whom my transaction is being handled by, sometimes will and sometimes will not accept the discover card. I do receive the ten dollar discounts for local stores, and so far every where I have attempted to use them, they have been accepted.
