First Tennessee National Bank Association AND First Horizon Home Equity Line of Credit closed Home Equity Line of Credit for Home Improvement project, for which they charged 100% interest "during construction/draw" and agreed to change to "fixed rate, permanent P & I" after final proceeds disbursed, but after initial (1st) disbursement, refused to make any other disbursements agreed, disrupting the improvement project and continuing to charge 100% interest.
