Target Visa charged my Visa card $400 plus for two debit transactions that I did not make. These were direct bank to bank debit transactions.

When I contacted Target Visa and questioned the two debit transactions, I was told to prove that I did not make these transactions.

How does a person prove a negative???

The transactions are still placed against this account.

I am in the process of cancelling the card before any further damage is done.

I'm sorry this sort of thing happen to you. Here is a few things based on my recent research, and my opinion.

My first opinion, is I believe you might be a victim of credit card theft. This is just a theory. The basis for this theory is Target is a huge multiple billion dollar company. If they are involved in fraudulent charges, and found guilty of, they would probably lose 100's of millions of dollars. $100,000,000 versus $800? It's not worth the risk especially to companies this size.

Next, I would contact the company again. This time speak to a supervisor, manager, or director. Remain professional during this conversation. If you start yelling about how much Target is you will not get far. If you clearly state that you did not make these purchase and would like the money refunded, most of the time they will.

If you fail to get your account credited, I would contact VISA (not Target VISA) and/or the Attorney General's Office.

The Attorney General's Office in California clearly defines your right to dispute under Federal and California law. "You can dispute any charges you did not authorize"

Also, you can contact VISA directly. I do not have a number I can offer you, so this might take a little research on your behalf, and a little bit of 'Phone Tag'. Once you get in contact with the right department, you can file the dispute.

Oh, and one last piece of advice. Double check you didn't make the purchase, or authorize it. I have had some charges show I thought that wasn't mine, but turned out it was posted with an unfamiliar billing title.

I filed the report simply to warn off other people about Target Visa. If Target Visa had done the various things that you suggested, I would not have filed the report in the first place.
