I received a collection letter from NCO Financial Systems requesting payment for a Capitol One Bank Account in Richmond, Va. 23276 in the amount of $1769.98
I never had any account with Capitol One, nor has any family member.
They claim creditor will accept $884.99 (50% discount) to settle immediately.

I paid NCO Financial $92.00+ (Charges from my former Bank America Account) which was a valid debt for Service Charges in March 2009. NCO has never removed this from my credit reports, after requesting their help 6 times.
They just ignore me. I question their business integrity.

Dispute wth the CRA's and Report to the PA Attorney General on BOTH accounts

The trick is to dispute each issue separately. People reviewing complaints tend to be overwhelmed and have too much work, not enough time.

You have to send a group of letters out to a number of agencies. One set of letters just discussing the Capital One issue, and the second set of letters on the Bank of America issue.

#1 - Wite to NCO tell them you want validation of both debts INCLUDING evidence they are legally entitled to collect the money. (Separate letters)

Big mistake paying them for Bank of America. NCO staretd calling my kid on a cell phone number. NCO kept telling the teen to pay $1,200 for an unaid Bank of America account via a pre-recorded message. We could never figure out who they were specifically looking for. In order to get that information, they wanted my social, address, place of business and bank account info. Don't ever cave and give people info just to get information about the debt. I called the bank and there is no such account, no such collection. In fact Bank of America provided me a letter of credit reflecting my accounts with them, confirming dates they were established (about 15-20 years ago) and reflecting they have never ONCE been a day late or overdrawn. Bank of America also stated that they do not contract any collection work out to NCO and this firm is NOT authorized to collect money on their behalf.

#2 - Based on the information I received, I would recommend contacted BOTH banks with your individual issues. Let Bank of America know that the collection was paid to NCO and see if the money was forwarded to them.

#3 Ceck the credit report. If the charge off with Bank of America is listed under NCO reporting it, just dispute with the CRA saying the debt was paid. If NCO was not legally entitled to collect the debt based on the inquiry you make with Bank of America - dispute the validity of the trade line and have it deleted all together.

If Capital One is on there, just dispute for removal - not yours. NCO never reported to my knowledge on my CRA's during my bru-ha ha.

#4 After you talk to the bank, and they confirm the debt is invalid - ASK for assistance from their organization to deal with NCO. If they refuse to assist write to the Department of Banking AND the Comptroller of Currency asking their assistance in getting a contact at the Bank that will assist in prosecuting the third party entity that is fraudulently using their name to damage your credit history.

#5 Report to the Attorney General in PA. Also report to the Attorney General IN YOUR STATE. NCO has a number of affiliated companies (not sure if they are owned by the same folks) but when the Attorney General takes action, I have a papertrail where they will report to the Attorney General in their state that it was a "clerical error" and they are sending the account back to their client. The Attorney General drops it as resolved and a new subsidiary/partner will start harassing you within 15-30 days on the same issue in another state. Always keep your own states AG in the loop so if this happens to you, they can be aware.
