Concrete Masters Gregory Frye Stole my money charleston, South Carolina

I paid Concrete Masters (Mr. Gregory Frye) a down payment of $2600 to begin work on my 20 x 20 block wall building (footings, walls, and slab only) I had excuse after excuse of why he could not start the work. He finally told me the problem "his accounts were frozen" as he states. so I paid and additional $1100 for materials (I purchased) he also told me that he needed an additional $350 for gas money. He finally got here to do the footers and supervised those being done. 2 days later he laid aprox 150 blocks. 4 days after he laid those blocks the inspector showed up and told me that the footers would have to be redone because they don't follow the plans that were approved. He drew the plans to include 12" X 12" footers they were only 8" deep. Concrete Masters Serving South Carolina based out of Charleston, SC is an unlicensed contractor I did not find this out until I was told the job was done wrong and would have to be redone. It is now going to cost me double the amount of money to remove and replace what he should have done correct in the first place.

Settlement Agreement
Per phone call 2/27/11
1. Gregory Frye agrees to pay $2200 to Steven Rish in weekly payments of
$250 (min) in CASH a week.
2. Payments are to be made starting on March 4, 2011 by 5 pm.
3. Late payment will incur a $25 per day late fee.
4. Steven Rish agrees to remove or amend all postings in relation to this
matter with in 24 hours of acceptance of the settlement agreement.
5. if payments are more then 7 days late Steven Rish will file suit against
Gregory Frye for $2900 plus court cost and will begin reposting reviews.
6. Once all payments are made Steven Rish agrees to refrain from posting
reviews about this matter.
Please respond to the agreement with in 24 hours.
I Gregory Frye agree to these terms....and I PRAY That my FATHER Continue to Bless YOu and your Familly and your Buissness .PLease let me know when I Can use the tools that you have.....your slabs can still be installed .....if only I CAN REDEEM MYSELF WITH PRIDE......May JEHOVAH BLESS YOU....I AM....

You can get your tools back when you make a good faith payment. I do
understand that it is hard for you to do work without your tools but you
also have to understand that I need something for giving up my collateral.
He paid $200 on March 4th. On march 7th he changed his phone number and refuses to return any calls or emails.
