Home Depot $100 fee for measuring kitchen, told that I was getting a contractor & full estimate for install, Internet

On a recent visit to the Christiansburg, VA Home Depot, the kitchen representative told me they were having a sale the weekend of Jan. 27-29th and that I needed to get my kitchen measured by their contractor and that the cost was $100 to do so.  I told the sales rep. that this was usually free, but she insisted that their contractor was really good and could do everything we needed for the instillation and that he would help us come up with a design and help us with some problem areas in the kitchen.

After his arrival the contractor told my wife he had no suggestions for the main problem area over a table and slanted wall stairwell cover to the basement.  When I arrive on Sunday the 29th the contractor suddenly wanted to put cabinets over the table, which would not work due to the location over and behind the table. 

We had to have the order in by the 29th but when I asked for a quote of the cost of the installation the only thing I was given was the price to install the cabinets at $79 ea.  This I already new because it was posted as a selling point in the kitchen area.  I was of the understanding that I was getting a quote of the cost of the instillation ie.  Electrical, plumbing, flooring tile install etc.

 But instead I only got what I already new which was the price of cabinets and installing the cabinets.  I was told that the Electric was seperate and the plumbing, and that I would have to pay to get someone to measure the flooring install.  This was after being told that I could not return some traverstone that the sales rep. had told me  I could return from a previous purchase in 2009 (saleman said it was a stocked item and we could return it at any time).

So, now in addition to paying $100 for a "kitchen Install" quote, I'm supposed to pay them again to come out and measure the floors.  What next $$$ to figure out how many light bulbs I need.

I am very disappointed in Home Depot in general and the way I was pushed into paying for a service that contractors give for free.  They told me I had to have their contractor do the measures, all licensed contractors do measures for free all the time and to be deceived into believing that I was getting a quote for the total installation was very deceptive and misleading.  

I still don't have a written quote of the real cost of the install and was told by the sales lady that they kept the quote and did not give them out, thus I have no idea what the quote was really for, all I got was a $$$ price on a hand written note from the sales lady.  No detailed quote for my wasted $100.

I definate would not recommend Home Depot to anyone based on the way I have been treated by them.  I made 3 trips of 45 min. one way to work on this and wasted several hours of mine and my wifes time trying to get this project done by the 29th and nothing was accomplished but a waste of my time and dollars.
