When I first signed on with Progressive, I was a happy customer. The rate was low, and I paid by direct debit- so no need to contact customer service. All this changed on 8/26/11 when I was hit by another driver in a parking lot. The guy was talking on his cellphone, and did not see me. When I first spoke with him, he admitted that he hit me. No police report was filed - as it was private property.  I then asked for his insurance information- and handed him my policy card. He said he had to get it out of his truck and I said take your time I will go and grab a pen. When I came back I made a remark about how people are always speeding through the area. The other driver then remarked, " You aren't saying this is my fault". I said, " well you hit me". He again admitted to hitting, but said it wasn't his fault. Then I again asked for his insurance information, only to be told that he didn't have it, but he would give me his business card with contact info. When I protested, he got in his truck and drove away.

By the way, he also refused to let me take pics of the damage to both vehicles. Something, I had been always told to do. After leaving the scene, I got two calls from the other driver in  a space of 30 min, telling me that if I paid him cash he wouldn't file a claim with my insurance company. The second time he called, I told him I was contacting my insurance company. He took less than five min after the second call to file a claim w/ progressive. They assigned a rep by the name of Melissa to the case. She called me once, briefly to go over the details. When I tried to tell her what happened, she only restated what the other driver told her. Also, when I mentioned his strange behavior, and lack of insurance she didn't comment.  Long story short, she never called again. I have tried to contact her for two weeks, even ask for a supervisior- only to hear today that the liability is mine, and not the other drivers. If you ever file a claim with progressive- good luck. They will decide a claim without your information and then will fail to return calls and e-mails. I am cancelling as soon as my policy is up.
