1st UK Car Rentals did not refund pre-payment ripoff London England

We booked a car from this company and paid by credit card. Our reservation number was FR118481 and payment was made of 427.80 GBP (Great Britain Pounds)for a 25 day rental.

This took place in August of this year, 2003. One week prior to leaving for England we received an e-mail from 1st-UK Car Rentals saying that they were unable to provide us with a car from their supplier and referred us to Europcar with a confirmation number. At the same time they said a refund would be processed within 28 days. This notice was received by us on September 10th, 2003. We arrived in England at Heathrow on September 16th. We picked up our car at the Europcar depot in Heathrow, and charged it to our credit card. When we dropped off the car 25 days later, Europcar processed the payment against our credit card.
The service we got from Europcar was first class, no problem at all.

It is now more than two months since we received notice from 1st UK Carrental that they would refund our money.
We are still waiting for our refund from 1st Uk Car Rentals.
They do not answer their e-mails or fax. If you call in person the line is registered as a disconnect.
However, their web site www.1st-ukcarrentals.com is still accepting reservations for car rentals. Also the site is now called "The Car Rental Centre" which is misleading. When did they change their name?

In the site itself there is a listing of their car pick up locations. When you check out the listing itself the majority of the locations give you Europcar as the rental provider.

What gives?? Does this mean that this company is the middleman, booking cars, taking your money, then cancelling and referring you elsewhere and not refunding your money, resulting in double payments???

It's very simple, 1st UK Carrental took our money for a service they did not supply. Can we have our money refunded?
They take your money then refer you to Europcar a reputable company, which then charges you their going rate. The result, you have paid twice but only received one service.

We want our money before Christmas. We had planned our trip to England on a very strict budget and require this money to avoid carrying a debt charge that was not anticipated.

Can anyone help?
Is there anyone at this company who can process our refund? We need this money to pay our Europcar car rental.
