While visiting the Mohegan Sun Casino at Pocono Downs in Wilkes-Barre,PA, I had attempted to withdraw cash from the ATM Machine operated by GCA. After three (3) unsuccesful attempts I finally gave up. Each time I attempted to withdraw cash, the ATM Machine would "stall" diplaying a Please Wait... message and followed by a message saying Transaction Could Not Be Completed - Your Account Has Not Been Charged. No money was ever dispensed by the machine.  When I came home I discovered that my bank acount had charged with the three (3) tranactions I never received any money for. I called the casino who took my information, called GCA, and called my bank. I had been informed by both the casino and GCA that at the time I was attempting to withdraw cash, there was a system wide "glitch" and they would be refunding my money. This would take 7-10 business days since it was an ATM card, not a VISA Card in which different rules regarding charge backs are applied. The GCA representative told me my bank would give me a provisional credit if  I called them - this is not true.  The bank told me to wait on filing any forrm with them since the ATM operator said I would be receiving a credit to my account. After reading similar stories, at this point I am skeptical I will ever receive my money back unless I continually persist with both casino and GCA - which I will do. To me, this activity is nothing short of robbing my bank account at the very least,  company (s) taking a "loan" from me. The bank was less than helpful - Take note when withdrawing money from these places - they are out to rob you anyway possible.

It took 16 phone calls to Global Cash Access (GCA), Mohegan Sun, and my bank to resolve this issue as I see the funds showing as credits in my bank account this morning. Persistence did get the result I wanted but should not have required me to spend 4 hours of valuable time on the telephone in doing so. Some would be grateful for having their money returned; I am upset that it was held hostage for 6 days. If I had taken money from their machines as the result of a computer system "glitch", I would have spent the past weekend in jail. Maybe I have unreasonable expectations for there to be a properly functioning ATM machine in a casino and maybe I should cut these people some slack, be more understanding by holding no ill-will toward the ATM operator or gaming establishment. I have been frequenting casinos since 1978 and this is the first time I had any issue with the use of an ATM system not dispensing money and charging my account. Needless to say, I will not be frequenting this gaming establishment nor use any ATM machine operated by Global Cash Access again. For the amount of money these places make and handle, this is an error that shouldn’t happen - this is their business.
