Cash & Prize - Letter-Gram

I received a "Notice of Available Payments to Receiver" mailing stating that I my name was computer matched making me the individual entitled to receive $1,900,000.  It goes on to state that I can receive the cash and awards win-opportunity scheduled for payment by returning the Cash and Prize Access Papers along with a $19.99 Report fee.  There is no contact phone number, email address or street address on the documents.
