If you want to know if payment has been made to UoP, go to the web site for National Student Loan Data Systems. Their website is www.nslds.ed.gov. This is where you can see all of your federal student loans, the status and who the handler is. Call the company handling your loan. They can tell you if full payment has been made. Also, go on UoPs website and find the director's name. I attended UoP and had one problem that couldn't get resolved. I contacted her and it was resolved quite quickly.

Student accounts do not recieve the full award in one disbursement. If you were awarded full funding in the amount of $10,500 (minus bank fees), it will be released in two disbursements of approx. $5092.50 each. Unless you are qualified for full Pell, you will have out of pocket costs.
You said you received a letter indicating it was determined you do not appear to meet one or more of the eligibility criteria; but you do not say for what. Is it full Title IV funding. The amount of an award is determined by the number of transfer credits. Perhaps the letter is referring to Pell Grant funding or another form of assistance?
If you cannot reach your Finance Advisor call the main number and ask to speak to any Finance Advisor. Anyone one the floor should be able to help you intrepret the letter.

I believe that you should have been able to speak with someone who could have allowed your late work to be accepted. It doesn't mean the instructor has to do it but I cannot see where some empathy towards you could have hurt either.
The advice I would like to offer is that no matter the situation in life, you are responsible for verifying others information. I made the mistake of not reading my syllabus once and lost a few points. The counselors do not have your syllabus therefore they really are not knowledgeable about more that signing in and posting requirements.
The information you received was obviously wrong and I believe you should have been granted a chance to correct it but this is not a fair world and when it comes to instructors and colleges many, or should I say most would have told you the same thing.
Always read the syllabus, contract, loan paperwork, read everything and know what is expected of you so that you do not get hurt by these things in the future.
I hope your schooling turned out well.
