Cec Solutions falsely!!guarantees shippment of product,takes a certain amount of payments from bank account, does not ship item Mclean Virginia

we got ahold of cec solution on gcf4all.com looking for a new computer in november 2008 asking for payments of $30 a week we are supposed to recieve a packet for our order but we never recieved it we called customer services 1-866 747-4119 told them we had not recieved the packet and we were told that we would recieve a packet in 5 days again we never recieved the packet today on 1/15/09 we called them again ask why have we not recieved the packet or computer after the fact they already taken out payments from our account and once again the said it we take another five days to recieve the packet the name of the operator vanessa thats all we know, we have check the adress and it is a empty parking lot in mclean virginia please help they outed us 6 payments of $60
