Bidz.com First Order -- No Exchanges Culver City California

My first order was placed and delivered in spite of their extreme deliver charges. Over $10.00 for a delivery in the next county by U.S. Postal using a tracking number that does no work.
Ring description said size 11. The ring send was about a 9.5. Only 2 days before Christmas!
I contacted their live help who stated that since this was bidz merchandise they could only refund. Huh? In-house stock and they cannot exchange??? Interesting as they advertised the exact same ring (size and all) at lease 20 times that I observed over the next week.
Oh and they state that this is "policy". Watch other reports. I read everything they offered as I always carefully do before making an online purchase as I am a strong believer working in customer service myself for a web company and knowing how often people fail to read terms and conditions.
This exchange policy is NOWHERE in their site!! It appears that their policies are made in the back room or somewhere that is inaccessible to the customer.
Since when did any auction company refuse to exchange for the CORRECT merchandise on in-house stock?
Not finished yet there is another rip-off yet.

The shipping charges are all the same for any county, city or state in the U.S. They do not change according to how close or how far your location is.
If a customer receives an item not as described or is not satisfied with it, the customer has 15 days from the delivery date to return the item for a Refund. Unfortunately, we do not exchange items. We are unable to accommodate such requests because we don't always carry more of the same item. Once the item is inspected we then determine the refund amount to be given.
If you happen to see the same item again online, theres a chance that we might have more. But once the item is already in the system with an auction number, the item can no longer be given to a customer unless it is won in an auction.
The reason as to why there is no exchange policy on the site is because there is no exchange policy only a returns policy.
