Start a trend for the Federal Trade Commission (FTC). Log onto their site at http://www.ftc.gov and file a claim against these scumbags and let the government know what they are doing.
I have done this before, and if they get enough complaints, they will shut them down, fine, and or jail them.
The FTC doesn't represent one individual, but will trend their activities and will pursue them if they get enough complaints.
