McFarland Consulting government grant ripoff attempt Champlain New York

Received a green 3X5 postcard in the mail claiming "you have been identified as a possible qualifer for a government grant of at least $5,000. Remember a grant is money that the recipient never has to pay back." It also indicated on the front "$Free application$ over the phone." It goes on to say that there are grants that provide many different needs such as education, housing, health, business and disaster relief. My concern is there are many disaster victims out there looking for help, how many people are going to fall victim to another, preventable, disaster? Can't this also be construed as mail fraud?
