we asked if we had to pay double activation fees or just one. But we were charged double activation fees for a family plan on two phones and roaming minutes despite the fact that we had bot been out of the state of minnesota.

About the activation fees...

AUTHOR: C. - Coeur D'alene (U.S.A.)

Just to let you know, when starting a shared plan or adding another phone to an existing shared plan, you should not be billed for the $35 activation fee more than once.

So if you were just adding another phone to the plan, you still shouldn't have been charged. That $35 activation fee is to activate the account, not per phone. So since you did get billed twice for that fee, you should contact the billing department for Qwest Wireless and demand a refund, as you were incorrectly billed.
