The company makes the offer of a credit limit above 8,000 that seems to good to be true. Once information is given to them, you are not allowed to cancel any agreement made, unless it is in writting.
In small print on the letter sent is states that the withdrawl from the agreement is indefinite. So it seem that this company needs to be sued, for false accusations and advertisements.
They are only out to get those with terrible credit, those looking for a way to get a credit card. Don't buy it, you will only mess youself up. If you're already dealing with them you're better off getting a lawyer.
