My husband is in the Air Force and by law under the Service Member's Civil Relief Act (SCRA), he can't be charged more than 5.9% interest on a credit card. He is an authorized user on the account so we tried to engage the SCRA interest rate. They told us initially that he was changed to the primary card holder for the account. They then told me to call back the next day to change the liability from myself from him. When he called back the next day they said that this was no longer possible. They said the only way to make him the primary account holder was to open an account himself at which time they automatically started trying to get him to open an account. They have done everything in their power to try and keep him from being the primary account holder so as to avoid changing the interest rate to a lower one. When asked if we could speak with a supervisor it seemed as though they were trying to avoid that from happening. They either said he/she was busy, "just entered a call" or that it might take 20-30 minutes. He said that was fine and then they came back with "even an hour?" I know these calls are recorded and if so there is a strong case for negligence and unscrupulous business practices taking place here.

- There is not enough information to determine this.
First you seem to have a few misconceptions. The SCRA caps interest at 6%, so not sure where you are getting 5.9%. You are also giving the impression that you think the 6% includes the entire balance. However, it also only applies to debts incurred BEFORE they are called up for Active Duty. So they don't get a free pass to charge up things while they are on Active Duty and only be obligated to 6%.
Also, it seems as if it doesn't even apply in your case because your husband is only an "Authorized User", thus has no legal responsibility on the account. So even if he became the primary account holder since that occurred AFTER being called up the SCRA does not apply. Now in some cases it would cover spouses and other dependents, but since this is not a joint account(he is only an authorized user) that may not apply in your case.
