I was scammed by a Co. Called RBA. They called said I had to pay 545.32 to them or I will be arrested. I purchases Walmart money card 545.32 @11:00 in am when I realized it was a scam I contacted Walmart money card services and told them to cancel transaction while it was still pending, they told me I had to wait for it to post then they could cancel. I vehemently told them this was a scam not to let this transaction through but they still did. Where is the protection when I called to cancel this.

They are correct.

   That's how the card systems work.    A pending transaction is merely a notification that a merchant has requested approval of a transaction for a specific amount.    It's just a notification and cannot be "cancelled".   It only becomes a valid transaction after the merchant account has submitted it and it has been posted to your account.  As of now, there is nothing to cancel. 

  You got the ball rolling by starting the transaction with the scammers.   Now you'll have to wait until it actually posts before you can claim it as a fraudulent transaction.  Good luck.
