Capital One Credit Card Services They are not willing to lower APR and keep charging fees Salt Lake City Utah

Well the only reason I am reporting this is because I have been a customer of Capital one for several years. I had an auto loan which I paid off in full and two Capital one credit cards. Over the last year and a half I had some financial problems and I fell behind in payments. I enrolled in a Credit Consolidation program which actually threw me farther into debt. I paid a large lump sum to catch up on both accounts and yet Capital one continues to Charge me huge fees for Overlimit (** THE fee is what put me overlimit) and also Late fees when I was not late. There website statements and paper statements often contradict themselves leaving me confused. And the APR % is sky high.

My wife has a capital one card that she is paying off. The account is Closed But she pays monthly to pay off the balance **exact circumstances as my cards**
And yet her APR was lowered from 29% to 15% and she doesn't get any charges a month. But When I contact Capital one to lower my rate since I know they did it for her, they tell me that "They don't do that". I am tired of being charged extra fees a month and cannot even make a dent on my balance but my wife has an account with them and they do not charge her fees and lowered her rate. I pay more a month in payments than my wife and yet they will not lower my rate or stop the overlimit and past due fees....let me add I am not past due.
