Citi Retail Services Calling 5 X per day after I make payments and forgetting prior arrangements Columbus Ohio

I am very distraught over failed attempts to work out "2 months behind in payments" with Citi Retail Services. First they claimed to completely resolve the problem by putting me on their "re-age" program in which I was to make 3 payments of $145 in 60 days, and I was doing that..... until I saw that my interest rate was raised from 10% to 26.99% and they continued to charge me late fees and they continued to call me at work multiple times per day starting the very next day after I made each payment.

Next they claimed to resolve the issue by putting me on their "CAP" program(customer assitance program) in which I am to make three payments adding up to $360 by 8/14 and they will permanently lower my interest rate back to 10% for the remainder of my debt and permanently lower my monthly payments. I have made two.....but frankly, their constant telephone calls and inability to remember any arrangements I have tried to stick to is grating on my nerves and I am tempted to just blow the whole thing off, but of course, my interest rate is still 26.99% and so debt accumulates, plus they continue to ruin my credit.

I wish there was something I could do other than "take this." Their business practices should be illegal.
