Green Dot - Visa Can not use what I paid for internet

Bought one of the Green Dot cards as a gift. Little did I know in tiny fine print that this is not a gift card. They demand your birthday and SSN to use the card per govt regulations. For a $25 purchase I have to be subject to ID theft?
I emailed the company and they assured me I could use the card with out telling them my SSN.

How exactly were you ripped off? You chose not to read the fine print or understand what you were buyig before you purchased it. The company is just following federal regulations.

- NO they do not demand it.....
If a valid social security number is not provided, a Personalized Card will not be issued and only Temporary card will be activated which is non-reloadable and valid only within the US.
- They only require a SSN if you want a PERSONALIZED card. If you don't provide them your SS Number you can only use the temporary card. Which is exactly the same as a Gift Card.

I filed the original report and the reason it is a scam is that we tried to use the card and it is declined for payment.
So I have spent $25 for nothing. I will keep this updated if they give me a refund.
I was assured in the email I could use the temp card and it does not work.
I was told no SSN needed to use the temp card. Well it does not work.
SORRY THAT I DID NOT BRING A MICROSCOPE OF MAGNIFYING GLASS TO READ THE FINE PRINT - NOT A GIFT CARD
Yes it is a scam.

If you did not go through the process of registering the card, it will not be active and therefore you would not be able to use it. You don’t have to give us your personal information, but you would have to call our activations line or visit our activations website to activate the card. Once active, the temporary card does have the restrictions that it must be used in the USA(including online) and cannot be used for cash withdrawals. We do our best to communicate these restrictions along with requirements for registering a card on our website and packaging. We understand this may not be the right product for you, if you would like a refund please contact customer support using the number on the back of your card or visit our website at www.greendot.com.

The above email I sent was replied to by Green Dot Visa cust serv and it clearly states that I can use the card w/o giving personal info. This is not true...
The card will not work with out registration period.
I tried to register the card w/o personal info online and the website would not allow me to proceed.
I called cust serv on the telephone and they told me the opposite of what the cust serv email said.
Telephone rep said no personal info = no service period.
I was offered a refund minus the service fee.
By the way - Green Dot DOES NOT tell you the terms and conditions of the visa card until your try to register it.
To their credit I do believe they have USA phone support.
I shall be happy to let everyone know the outcome...if I get the refund check.

Green Dot gave me a full refund and the service fee included.
The check came Yesterday...
