As for your issue I have to say that it may not be a language barrier with the people in India. Just in your report here it is very hard to read and understand what is going on. If you talk like you write, I am not even sure if a person who speaks English would be able to help you.
Although if your dispute is with DirectTV charging you, even if you were able to put in your dispute it would probably be denied because DirectTV will claim you had a contract. But if you do want to dispute it with your Credit Card you need to put that dispute in writing, all of the information on how to dispute it should be included in your monthly statement. However, please have someone proof-read your dispute before you send it off.
