McFarland Consulting ripoff Mail Fraud Scam Money never returned government grant Champlain New York

Recevied post card in mail from McFarland Consulting in Champllain New York. It said to my mother "you have been identified as a possible qualifier for a government grant of at least $5,000. Remeber a grant is moneyt hat the recipient never ahs to pay back Call Now $Free Application over the phone"

It also said "30 Minute Program Approval"
Toll free number was 1-866-664-1119
She was told to send in over $249 to pay for the supposedly free application. She actually sent the money to them and she hasn't heard anything else from them. They told her over the phone that if she wasn't approved that they would send her money back to her.

This was over 2-3 months ago. I'm sure she will never see this money again. We're are going to contact our state agencies to see what can be done about this mail fraud and scam.
