CITY OF WHITE SETTLEMENT WATER DEPT CHARGES FOR SERVICE ARE HIGH WHITE SETTLEMENT , Texas

I recently moved into the White Settlement Community when I purchased a new home, when I signed the contracts on my home I was told that I had so many days to go down and transfer the water service over into my name. ( not an issue right?) well when I go down to the water department I was told that I had to pay the $100.00 deposit which is fine however I asked what are the terms of the deposit? the lady said terms, I said well when I moved from Fort Worth they gave me my deposit back, I was told that I wouldn't get the deposit back, I was shocked the lady at the desk said they keep it, basically its a non refundable deposit. why can't they just state that its non refundable? that is deceiving to me. I transfer the services and go about my day, now I am receiving a bill in the mail and they are charging me a one time service fee of $25.00 when I call to ask what this is for I am told that its to turn my service on, bullshit my service was already on, when I challenge her she said oh its a fee to transfer my name onto that account. when you pull up this site it clearly states that:
*Transfer account from one address to another in the City 25.00 and update of deposit.
*New accounts will be billed a 25.00 connection fee on the 1st bill.
Now where in the heck does it state that they charge me this $25.00 fee to transfer service I didn't move from address to address plus I would think that this fee would have came out of the $100.00 Non refundable deposit that they make you put up.
If your buying a new home and you are having to switch water departments I would make sure that these customer service folks clearly explain the terms to you.,
Oh and if you pay online with a debit card they charge you a percentage for that too.
