Elite Lock & Key Lock more expensive that a government golden screw! Vallejo, California

I lost my keys, including my mailbox key.  I chose Elite Lock and Key because their half page ad said they offered a 20 minute response time. I called at nine am. The man said someone would be right out. At 12:10 pm, a locksmith showed up. I told him I needed a key to my mailbox made and the doors in my office re-keyed. I suggested he start downstairs with the mailbox He agreed and said he might have to replace the lock entirely. I said that would be fine since I couldn't get into my mailbox without a key. After he replaced the lock in my mailbox, he looked at the doors with locks that I needed keys for and he said he'd have to replace the locks. I told him I knew that those locks could be re-keyed because I'd had it done before. He said he was just filling in, and that he actually had his own business somewhere else, because the owner of Elite Lock & Key was too busy to come out. I told him I was going to call another locksmith to re-key my doors and asked him for the bill. He gave me the bill. Here it is:

Service call:  35. (it says $25 in their ad)
Labor uninstall and install and open: $65.00
New lock: $100.
Total with $8.00 tax = $208

I told him I thought a hundred dollars for a lock was high and he said it wasn't, that that's what the lock cost. I also questioned a service call fee when he was already charging me for labor, installation, and opening the mailbox. He said those were the charges. So I paid him with my credit card.
Today, I looked up prices for mailbox locks on the Internet. I was not able to find a mailbox lock for more than nine dollars. I can purchase the same lock he put in at Ace Hardware for $8.98.  I called Elite Lock & Key and every time the man heard my voice, he hung up on me. I did this about fifteen times and each time he heard my voice he hung up on me.
I want my credit card refunded about $80, if he wants to mark the price of the lock up 100%.
