As of 12/31/2011, Richard owes $37,772.50 in child support for his two children.  The last payment he made was for $20 in Oct. 2011. 

The system has already suspended his drivers license and according to him he tells the child support workers that he is working and will make payments.  Yet he is working under the table so his wages cannot be garnished and he does not have to pay income tax, and he obviously does not make any payments to the child support office to support his children.
