Mamabear's Baby Boutique unknown Ordered, never recvd cannot reach company. Internet

Hi, I ordered online a Peek-A-Boo Pooh memory book loose leaf style.  The cost was $46.95 with shipping.  This is a baby book for my newest grandchild.  I ordered this on 8-2-09.  It is now 8-17-09.  I have tried to find out shipping time, and or where it is being shipped from.  I have called 8-10 times, most times the mailbox is full and they cannot take calls.  They immediately charged my account though.  I found another number through my bank, I called it 4-5 times, no one will return my calls.  I also emailed them about 5 times.  I did get one email back telling me it would be 3-4 weeks for delivery.  Now, online it told me it was in stock, and would ship in 2-3 days.  I also advised through various emails to cancel this order and I would find it elsewhere, no responses.  Today I am calling my bank and disputing this charge for "Non receipt of Merchandise".  I believe any company knowingly rips off a consumer should be fined, and or shut down.  I find this to be false advertising on their part.
