Most utilities charge a security deposit based on the customer's financial history.By your own admission, yours isn't so great.
The revenue grade meters utilities are REQUIRED to use are accurate to within 0.1% to 0.2%...I doubt you're being ripped off.
The only thing wrong, "on so many levels" is you.
My winter monthly usage is around 1800kwh.
Ask a neighborhood middle schooler to help you read your daily meter readings at their website. Then you can also have them help you read the meter on the house and make comparisons.

1. When you post on ROR, you will have to accept any rebuttals posted, whether you agree with them or not...that's how it works here.
2. How, EXACTLY, are they overcharging you?
3.A larger deposit for people with bad credit is just good business and is in no way a Ripoff or overcharge.
4. Are they charging you for more power than you're using, or a higher rate than other customers?
Just saying they're Ripping you off means NOTHING.

The purpose of a deposit is to protect the business in case you "skip out" on the bill. They don't just come up with some random amount they often base it on either the history at that residence or the area. You were charged $150 deposits by other companies because your bill wasn't expected to go over $150. So now you know that credit is actually important.
Yet I unplug everything in the house. We dont even have central air or a heat pump.
- You do? So there is not a single thing in your house that is plugged in. So I guess you are using a Ice Chest instead of a Refigerator, I guess you have several candles around the house, I guess that is a Hamster running on a Treadmill to run the power for your computer to post this report.
Okay you don't have Central air or a heat pump, what do you use to heat your house? Do you have a furnace or space heater? Is it gas or electric? Do you have a Water Heater? How about a Washing machine or dryer. Are any of those electric?
Here is a suggestion truly do unplug everything in your house, not just turn it off but Unplug. You may even trip all of your circuit breakers/fuses as well. What does your meter do then? If it is stopped then your issue is with what you are running. If it is still running then call them again and let them know, if they don't help you then call an electrician who can not only verify what you are saying but possibly tell you what exactly is wrong.
by the end of the month of jan 2012 it will be around 400-500 for our lights.
- Based on the amount of the deposit they were requiring it sounds like that may actually be about right.
All I want is a regular bill and no desposits after this
- Then PROVE you can handle the bill by making every single payment ON-TIME and for the full amount.

Am not stupid. When I am not home. Everything is Unpluged. And when home very little is replugged in. And about the deposit. I know What's its for. Just the point of paying a 520 deposit is a little ridiculous. My credit is terrible. But to have my water turned on was 150 and my phone 98. Explain that one. If you where in my shoes you would not pay 520. And than they said I wouldn't get it back. Guess the electric company must not think that we are still in a recession.

The reason the electric company charges a higher deposit should be obvious to even you.
You have a much higher monthly bill with them than your other utilities.
They are trying cover their revenue when dealing with (admitted) deadbeats.
IF you DO pay your bills on time and NEVER late, how did you get such very bad credit? Somebody just has it in for you? You're definitely leaving something out. Remember, YOU'RE the one stating your credit is in the toilet, not the rebuttal posters. I'm also curious as to the meaning of them charging $150 on the deposit, pocketing $100 and $50 to start the plan.
Another oddity in your posting is: "We get no bill, no comes and reads the meter. Its like they are guessing and putting and taking what they want."
How, if you "get no bill" do you know how much you owe, do you just pay what you want?
Your original post is VERY poorly written and difficult to read and comprehend and no, I'm not illiterate.

My credit score is 799. And my credit isn't that horrible. If thats the case. Why did the water and telephone company only charge me that low deposit? They did run a credit check. And we do recieve a bill. We pay day to day. Due to there other way. 520 deposit for a paper bill. It started at 50 a week. Now its up to 80 now. And I have talked to other ppl as well. A person put 150 for a week. Gone in 4 days. Now they had to put more down. Another 150 gone. 300 in 2 weeks. If that isn't ripping ppl of what would you call it? I do pay my bills on time.

You claim that you are not stupid ? Well, the jury is still out on that one. You ARE, however, illiterate. Your poorly written and grammatically incorrect posts prove that much. And, you ARE also a deadbeat with a poor credit record. The very fact that the power company wants a large deposit from you proves THAT, as well. I'm just stating the facts of the matter here. - By law a deposit is just that..a deposit against services so I doubt that they told you this. If you are never delinquent you will eventually get it back. This would either be after a certain amount of time based on the standards of the Utility or after you close out your account with them.

- Umm I don't know where you are getting your "score" from. But if your credit score was really that good the other companies would not have charged you a deposit at all.

Can you maybe do what Robert suggested, instead of biting back at folks trying to focus you on possible causes of your problem?
Turn off any major appliances and shut down all your breakers.
Then watch your meter long enough to determine if it is still recording usage.
If it isn't, then turn on 1 breaker at a time and see where the usage starts to pop.
You say you keep the fridge off during the day. Is it unplugged permanently, or are you turning it on every day for a set number of hours. If so, it could be using a ton more energy to get cold again each time, and you'd be better off just leaving it on.
What kind of lighting do you have, wattage, number of bulbs burning x many hours, etc?
You need to methodically rule out all electrical issues. If the meter stops dead upon turning off your breakers, the issue is not likely with the power company.
