This guy is the public works director for the city of Carthage, Texas, and ever since he took over 2 years ago turnover in the department has gone way up. People used to not quit, but now they're quitting (and being fired) right and left. Brooks is nasty, insults, slanders and harasses people, will write you up for any little thing.
He threatened to hit one guy with his car just for passing him on the road. He was speeding behind one guy and tailgating him at the same time one day, nearly hit him as he was braking to turn into his own driveway (and he even knew where the guy lived), had this screaming fit in front of the guy's next-door neighbors, and then the guy couldn't drive the city vehicles anymore. There was a place it was the guy's job to clean; it stayed filthy for months until the guy quit, but Brooks didn't care. The efficient operation of the department will always take a back seat to his spite and ego.
He never forgets any mistake you've ever made and will drag up little long-forgotten things you did years ago to beat you over the head with. Forget about getting any kind of promotion in that department unless you're a good friend of his *and* kiss his butt, too. He's alienated good friends of his.
Actually, the city of Carthage's public works department has a bad rep for not treating its employees well, but it's been particularly bad since Brooks took over. Don't apply there if you can help it.

William Brooks: Abusive one minute, friendly (like nothing ever happened) the next; dragging up mistakes and other incidents that happened many years ago and talking about them not as if they happened many years ago, but within the past week or month; obsessions with long-ago incidents long forgotten by everyone else; freaking out at people just for passing him on the highway, issuing death threats and throwing public shrieking tantrums; letting public bathrooms become unsanitary just to spite somebody he nearly hit tailgating and speeding at the same time when the guy braked to pull into his own driveway; can't wait five seconds for anything, tells someone who's cleaning out his truck (all by himself) to go 300 feet to the other end of the yard because he can't wait a few seconds for a closer receptacle to get emptied and become available, then says his little girl could clean it faster (women, take note of that); then after all his weird and abusive behavior which goes on for years, assumes someone likes him or would want to work with him again.
