Gaston County North Carolina Support Enforcement Will not enforce case Internet, Internet

I currently have a support case in Gaston County North Carolina... My case is over 23,000.00 in Arrears.. Started at 55 weekly and has been dragged out for almost 16 years...the case worker will not enforce my case. Come to find out my ex now has another child... That case is out of Lincoln County North Carolina and somehow they are able to collect support for that child.... I have emailed the Govenor of NC, I have emailed the Federal Child Support office in Washington and I even had a guy by the name of Dimetrius from GA  who also has something to do with North Carolina's support enforcement, call me regarding my case.  My sons father has not had a job on the books in over 16 years and has survived just fine. 

 I have no idea where to go from here.  No one in NC will speak to me as they keep telling me the case workers in NY are my voice. However no one in NC will respond to them either.  I cannot currently afford an attorney however I feel I have one heck of a lawsuit against Gaston County!
