I currently attend Kaplan and I completely understand your frustration with their financial aid department. It seems that the dates they set for applying your financial aid is meaningless. Unfortunately, they are not always forthcoming with what is required to receive your stipend checks.
In my three years at Kaplan I have had to fill out four educational expense applications. It is possible that you have not filled out one of these applications. If that is case then they will not cut you a stipend check. You must contact financial aid and request the application be emailed to you. You can then print it out and fax it back to them. If you do not have access to a fax machine you can use a free online fax service. I hope this helps.
