Euro Food Mart germancart.com charged credit card and never sent the product Colchester, Vermont

This is the second time, I fell for their scam. The first time was last year, I ordered and never received the products. Instead I got the biggest run around. Excuses, delays, fake tracking numbers. With the help of my bank, I received the money back, and the website, so I thought was taken down.
Then about a month ago, I ordered again, not realizing it was the same scam. Again, no product and nothing but excuses. Again a fake tracking number. You cannot contact anyone by phone, only a personal e mail address is given. Again with the help of my bank, I got my money back, but something needs to be done about this person. I believe he operates on his own, lives in Colchester Vermont and has no problem ripping people off every day. Please help me, bring this person to justice.
