Suburban Propane Mike Fost Disregard for Will Call contract - Locked my personal gas tank Asheville, North Carolina

From the Asheville branch of Suburban Propane: Branch Mgr Mike Fost took it upon himself to order a lock installed and shut-off my personally owned gas tank Nov. 30, 2011. I was on a "Will Call" contract but Suburban would not comply and delivered gas when they wanted. I paid the 1st and 2nd fills but after complaining about their failure to comply with my contract and demanding Suburban to never set foot on my property, they still made another fill-up. This time I refused to pay.
The real issue here is: It is technically not legal for Suburban to place a lock (and shut-off fuel) on a tank THEY do not own. The Suburban Service Manager (Frank Herrera) confessed that Mike Fost made an error when he shut-off the gas and ordered the tank lock installed. Frank ordered a service call from the Waynesville Branch to remove the lock and turn the gas back on.
The heating systems gas lines needed to be purged and pilots re-lighted by an HVAC contractor at a cost of $115. Frank Herrera asked Manager Mike if Suburban would pay the HVAC service call and his answer was only if the Smiths paid the old gas bill. As this is a summer home for my wife and me, the loss of heat was not discovered until January 9, 2012 when temperatures reached -39 degrees within the home and set off an alarm. Good thing grandma was not there or the pipes didn't burst!
