Suburban Propane Pulled Credit Report without permission, Padded Bill Rochester New York

Purchased house in July, 2008. A Suburban tank was already hooked up. Spoke with service tech when he came to take a meter reading. Called Suburban to set up service. I use propane for the dryer, oven & O2 heater, not for heating.
Usage from July until Feb averaged 30-40 gallons/ month at $3.29/ gallon, they add a certain amount per gallon as a tank rental fee.

I bought my own tank about 5 weeks ago, had it installed and filled by a different company. The price was $2.13/ gallon. I used less then 10 gallons in 5 weeks and have not changed my usage at all.

I called Suburban and asked them to pick up their tank, they acted as if I just started WWIII. They informed me that I signed up for a 3 year contract (which was my first time hearing of any contract) and an early termination fee would be $250. I asked for them to produce a contract that I supposedly signed and they could not, they send me a contract without my signature on it. This contract also granted them permission to pull my credit file, which they did. I did not sign any contract and I did not permit them to pull my credit.

Bottom line: They charged me for propane I did not use.
They either: Did not accurately record the meter.
Their tank had a leak which endangered my family.
They fraudulently and deliberately padded my bill.
They pulled my credit without my permission.
They attempted to bind me to a contract I did not sign and was not aware of.

I see a lot of complaints for Suburban's outrageous prices. I agree, their propane is more expensive. This is not what this report is about. This is regarding their shady business practices which I believe boarders illegal.
