Subject: Baldwin Park Citizens investigate local government's back door dealings and reveal a corrupt City Council, a corrupt Police Department, and a Corrupt city contracted tow truck service.

Citizens recently became suspicious of activities taking place at Birrieria Y Cenaduria Mexican Restaurant located at 14901 Ramona Blvd # 1, Baldwin Park, CA 91706 (626) 813-3797. Upon investigating, Baldwin Park citizens found the owner of Birrieria Y Cenaduria illegally selling stereos, cellular phones, radios, toolboxes, and various other merchandise that is suspected to have been obtained illegally from towing company's Royal Coaches recently towed vehicles.

When citizen investigators attempted to further examine these findings, the local Baldwin Park Police Department was not cooperative. We believe the police department is sheltering their partnered towing company, Royal Coaches, which has strong ties to Baldwin Park politicians.

In an effort to confirm these beliefs, Baldwin Park citizens purchased some of the 'stolen' merchandise from the owner of the Birrieria Y Cenaduria Mexican Restaurant. The owner of the restaurant claims that the merchandise has been legally purchased from Baldwin Parks official towing company, Royal Coaches.

After our citizen investigators obtained merchandise from Birriera Y Cenaduria Restaurant, they traced the original owners of the merchandise, who confirmed that merchandise has indeed been stolen from cars towed by Royal Coaches.

This prompted a call to the Baldwin Park Police Department. Following the phone call to the Police Department, Sgt. Kosaha of the Baldwin Park Police Department was dispatched. After speaking with a citizen investigator, Sgt. Kosaha accused the individual filing the complaint of being a trouble maker and making false statements, along with various other demeaning phrases. After our citizen investigator showed Sgt. Kosaha the stolen merchandise obtained from Birriera Y Cenaduria Restaurant, Sgt. Kosaha sent another officer to Baldwin Parks contracted towing company, Royal Coaches, located at 14827 Ramona Blvd Baldwin Park, CA 91706-3437 (626) 960-1824.

There is only speculation as to the content of the police conversation which then took place behind closed doors at Royal Coaches Towing Company. What we do know is that the Police Department did not attempt to collect any evidence, or make any effort in pursuing an investigation of this matter. Instead, Sgt. Kosaha blew off a watchdog citizen.

All investigative efforts thus far have been stonewalled by the Baldwin Park Police Department, which is often manipulated by the Baldwin Park City Council Members; Monica Garcia, Manuel Lozano, and Marlen Garcia. All of these politicians receive generous funding from Royal Coaches Towing and various other parties suspected of corrupt activities within the City of Baldwin Park.

Privately conducted investigations have confirmed at least one item which was purchased from Birrieria Y Cenaduria Restaurant was stolen. The Baldwin Park Police Department was presented with this irrefutable evidence, but chose to overlook the law in order to protect corrupt politicians and the interests backing them.

The pictures attached were taken by a citizen watchdog who managed to capture photographs of the stolen merchandise for sale in front of the Birriera Y Cenaduria Restaurant.

Furthermore, Royal Coaches owner, William Salazar has indicated that either he personally or his company has bribed Baldwin Park Politicians in order to ensure their immunity in Baldwin Park. When asked about the matter he said thats the way things work in Baldwin Park as a justification for these illegal actions.

Due to the apparent mishandling of this investigation by the Baldwin Park Police Department, specifically by Sgt. Kosaha, the citizen investigator filed a complaint with the Baldwin Park Police Department. At the time of filing the complaint, our citizen investigator was heavily discouraged by several police officers including a high ranking Lieutenant. He was then threatened, intimidated, and told he could go to jail if he filed a false complaint.

The citizen was not phased by the threats he received from law enforcement and pressed on to file the complaint. On September 23, 2010 the citizen investigator was called into the Police Department by Detective Meister who wanted to take down his statement. The detective attempted to discredit the citizen investigator by stating that the merchandise is not stolen and that the Police Department cannot investigate leads like the ones brought forth.

It appears that the Baldwin Park Police Department has no interest in investigating their contracted business associate, Royal Coaches Towing Company. The Police Department, along with the City of Baldwin Park, heavily profits from the vast towing conducted by Royal Coaches.
