The CIO is also the department head, and they are correct, his name is Ryan Fernandes. On December 29, 2009 he drafted an unpublished reorganization proposal making this his third one since taking the position. His attempts to hide his activity using reorgs is becoming common, he had several similar issues in Public Works when he was Deputy Director there.
I have tried to rally a campaign to have this person investigated, and share to as many people as possible in authority about how he handles vendors and employees who find out about it and try to tell on him.
During the first week of December 2009, 3 employees have given Ryan Fernandes their resignation in Fulton County Department of Information Technology.
The good news is that Fulton County's new County Manager has a division dedicated to investigating wrong doing by department heads. This division is the Professional Standards Division headed by Maria Colon, but I do not have a phone number for them.
Internally, we have avoided this division because Ryan Fernandes will retaliate against anyone who reports him or finds out about his corruption. He has already fired two employees for not lying for him, and he has targeted many others. He also uses a former employee to help him with legal hurdles who no longer works there, she is a Georgia lawyer and is known for beating the County system.
We have information that Ryan Fernandes has gone as far as sharing personnel information with this lawyer after her resignation to work for the federal government to get his personal agenda served, and dodge County policies. This lawyer was once employed by the County in the EEO and Personnel, and knows how to manipulate the system.
There are many more employees who know of the corruption by Ryan Fernandes at Fulton County, including managers, Assistant Directors, and even people in his own personnel office, but we all fear retaliation.
