In the summer of 2008, we had several storms in the Gladstone/Kansas City area. My roof was damaged and had several roofers come by my house to offer their services. RJR said they would do all the work in one day, and take $600.00 off my deductible if I put a sign in my yard. I agreed and in early October, I recieved a second party check for 4800.00. I called RJR up and explained I would send that to my mortgage company (other party on check) and it should be ready in 2-3 days. Lance from RJR came over and said that they could handle it all. I called them up four days later to be told it will take 10 business days before they could get the money and order my shingles. I asked why a roofing company who had worked with AAA (my home insurer) several times needed to wait for the check, and did not have any supplies. They never returned those calls. I called them up several times leaving messages and heard "You are next on our list". We have one house left before we get to yours", that went on for 6 weeks. Finally on the day before Thanksgiving, (11/26/08) they showed up. The only English speaker left around 10am. The workers who were left had left a huge (5') hole in the tarpaper. The supervisor returned and I showed him the hole. He said he would be back with them the next day (Thanksgiving) and finish it up. I was leaving the area for a family dinner, so I was not at my house after 8am that morning. When I left, the hole was still there. My neighbor saw the workers covering up smaller holes with shingles, rather than fix the tar paper. He called me and I called RJR's owner (Robert). He was 10 minutes away from my house and went there to supervise. He spoke with my neighbor and said he would be back on friday (after Lowes/Home Depot) opens to redo that section of my roof. Next day, nothing happened. They left debris on my lawn/driveway, gutter nails were loose, no drip edge. I left a message on their machine (no one answers 816-792-4107). No return call until 12/2/08 when I left a message saying I needed money back. They said they would be out on 12/3/08 to go over it with me. They did not show. I left a message saying I needed to speak to the owner. Richard (supervisor) called back saying he was coming over on 12/6/08 to do a walkthrough. He never showed, nor did anyone fix the work.

On 12/13/08 Robert Zago (816-785-4074), part owner of RJR, came to my house for the "final inspection". He showed up conveniently while it was dark. He wanted me to sign off on it, so the insurance company would release the second check for approx. $1300.00. He struck a deal with me that he would take only $1000.00 and I would get the $300.00 for Christmas. He would be over the next available day (due to weather) to finish the drip edge, sweep for debris, fix the gutter, and correct debris from the roof. They have not to this point showed up to fix it. Nor did they contact me to schedule a time to finish the roof. In that time, we have had at least three instances of frozen precipitation (snow/ice/hail), and my roof has not been finished.
More to follow concerning the check tomorrow.

I think you can go through your state contractor's board for this. I also think they may handle complaints. This is definantly not my area. Take pictures, get proof, dates, paperwork. If you are not satisfied, do not sign off that you are. Have another company look and say exactly what is wrong and how much to fix or do over. Stuff like that. Then straight to people's court :-). I love her and she's great at stuff like this one, knows alot about it.

Robert Zago (816-785-4074) called me and arrived at my house the second week of December. He was ready to sign off on my house so that I could get the second check (approx. 1300) from my insurance company. I pointed out the drip edge, the debris, and the holes in the tar paper, the gutter, and gutter nails. He said he would only take $1000.00 of the final check so I could use the $300.00 for Christmas. He said he would have someone over the next feasible (weather-wise) day to fix these items. Since that time, I have called three times, and 5 other houses have had their roofs replaced in my subdivision. Finally, the check arrived in the first week of January. Robert Zago called me and stopped over at my house to get the money he believes is owed to him. I told him we would need to have an independent inspector investigate if the up to five instances of freezing precipitation (snow, hail, sleet...) have impacted my dwelling. He threatened to put a lien on my housel. I have pictures of the workers shingling over bare holes in the tar paper. And I will be contacting the insurance company and an attorney.

Robert Zago finally arrived in the middle of December. He wanted me to sign off on the repairs, so the second check would be released. He (Rober) said he would have someone over the next day to remove the debris, and have someone over the next weather conducive day to finish the drip edges. Robert requested that the second check ($1300.00) be split $1000 for him and the remainder to be mine. The check arrived in the first week of January, and no work had been done.
On February 8th, I had a insurance referred roofer (A.J. Parker) investigate my roof. His crew discovered that RJR had not used any new felt paper on my roof. They also discovered RJR had left numerous holes in the felt paper. They documented (via digital photography) incorrect or missing drip edges, open skylight seals, and open flashings. They (A.J. Parker) repaired my roof (covering up holes in felt paper, added drip edges. fixes flashing and sealed up the skylight). He has sent me the digital proof of RJR's malfeasance.
Robert Zago has not contacted me since the ending of January to request the "rest of his money" or he will "rip off his roof."
